The Climate Change Commission is calling for an overhaul of the ETS that separates incentives for gross emission reductions from those applying to forestry.
In its draft advice to the government on the second emissions reduction plan, released yesterday, the commission says the ETS is currently driving afforestation but failing to reduce gross emissions.
